According to a report on Philly.com, the Phils have signed Jose Mesa to a contract.
The team's all-time saves leader is not expected to assume a role at the back-end of the bullpen, but may be an upgrade over the likes of Francisco Rosario and Yoel Hernandez.
Earlier in the day, the Phils lost out on Troy Percival when he was signed by St. Louis.
